dc.description.abstract This thesis explores the impact of social policies on the inclusion of children with disabilities in the Albanian education system, with a comparative focus on two regional countries: North Macedonia and Montenegro. It examines how national and international legal frameworks shape inclusive education practices, the effectiveness of policy implementation, and the institutional mechanisms supporting educational access. By integrating a theoretical understanding of disability and inclusive education with a critical legal and policy analysis, the study identifies systemic gaps and good practices within Albania and the selected regional countries. A qualitative research methodology, including document analysis and case studies, supports the findings. The results highlight significant challenges in policy coherence, institutional coordination, and stakeholder involvement. The study concludes with targeted policy recommendations to improve inclusive outcomes and foster regional policy collaboration. en_US
